Is MANTRA Chain regulated?

MANTRA Chain is a public blockchain network, not a company, and the network holds no licence. One company in the MANTRA Group is licensed: Mantra Finance FZE, by VARA in Dubai, under VASP Licence VL/25/02/001, for three activities. MANTRA Chain Association, which operates the chain, is not licensed by VARA. The white paper published under the European Union's MiCA regulation is a disclosure document, not an authorisation. Each entity has its own section below.

The companies, their roles and the leadership are on the page about MANTRA Chain: entities and leadership.

Licensed activities and investor classes

The licence covers three activities: Exchange Services, Broker-Dealer Services and Management and Investment Services. Its condition allows the company to serve institutional, qualified and retail investors, and to offer DeFi products and services to the same three classes under the DeFi Limited Licence. MANTRA announced the licence on 19 February 2025.

What the licence does not cover

  • Issuance: the register entry lists no Category 1 VA Issuance activity.
  • Other companies: the licence does not extend to MANTRA Chain Association or to MANTRA Ventures Limited.
  • The network and the coin: a licence held by one company is not an approval of the MANTRA Chain blockchain or of the MANTRA coin.

Licensing or registration with VARA does not imply endorsement or approval of any specific Virtual Asset product, offering, or service.

MANTRA Chain Association

The site's Terms name the Association as the operator of this website. They say that it operates the MANTRA Chain blockchain and does not provide or offer any products or services. MANTRA Chain Association operates the MANTRA Chain blockchain and is not licensed by VARA. Licence VL/25/02/001 belongs to Mantra Finance FZE alone.

Tools on the chain help an issuer apply its own rules; they are not a licence. The tokenization platform page explains what they do.

MANTRA Ventures Limited

MANTRA Ventures Limited is a company incorporated in the British Virgin Islands. It is the licensor in the end-user licence agreement for the MANTRA Chain Mainnet RPC Node image on Google Cloud Marketplace. No financial-services licence or registration is claimed for it on mantrachain.io.

European Union: MiCA white paper

MANTRA publishes a crypto-asset white paper under Article 6 of the EU's Markets in Crypto-Assets Regulation, as an Inline XBRL document at mantrachain.io/whitepaper/. Article 6(3) puts this statement on the first page of such a document:

White paper statement, MiCA Article 6(3)

This crypto-asset white paper has not been approved by any competent authority in any Member State of the European Union. The offeror of the crypto-asset is solely responsible for the content of this crypto-asset white paper.

A white paper is a disclosure document. No MANTRA entity claims authorisation as a crypto-asset service provider. The offeror's legal name and the authority that was notified are not confirmed. What the document covers is set out in the MANTRA token and MiCA white paper summary.

How to verify the licence yourself

  1. Open the register. Go to the VARA public register at vara.ae/en/licenses-and-register/public-register/ and search for "Mantra Finance", or open the register entry directly.
  2. Match the name and the reference. They should read Mantra Finance FZE and VL/25/02/001.
  3. Match the activities. Compare them with the three in the list above. An activity that is missing from the register is not covered.
  4. Check the status. It should read Active. If any value differs from this page, the register is right: tell us, using the contact details.

How to check any other VARA licence, and which other UAE regulators matter, is covered in the guide to RWA tokenization regulation in the UAE.

Ownership change

On 16 June 2026 Inveniam Capital Partners announced plans to acquire MANTRA and its affiliated entities. The announcement says that the MANTRA brand, the team, MANTRA Chain, the coin, MANTRA Finance and mantraUSD continue, and it gives no financial terms. Whether the transaction has closed, and whether the licensed company needed a regulatory approval for it, is not confirmed.

This page is updated within 30 days of any change to a licence. The risks of the products named here are in the risk disclosure, and the complaints procedure says how to escalate to the regulator.
